Salaams my opinion and allow me to share my experience with you, if you are currently in Libya I think the best way to Fly to Istanbul then once you are in Istanbul, there you can check with some of travel agency to book your flight from Istanbul to Edmonton, it is most likely you will stop in Toronto or Ottawa, I think there is no flight direct from Istanbul to Edmonton, however either city you have to go through passport control then you catch the domestic flight to Edmonton, my recommendation allow 4 to 5 hours between your arrival to Toronto or Ottawa and your flight to Edmonton in order to go through passport control and to get your student permit.
