CBIE Message to Libyan Scholarship Students in North America

Dear Students in the United States and Canada,This is a follow-up message to the email
that was sent on February 20, 2013 with respect to the transfer of
funds and a possible delay in processing the April Monthly Living
Allowance (MLA).As part of our on-going efforts to mitigate the funding situation, CBIE Senior Management travelled to Libya March 9-14.
Meetings were held with senior officials at the Ministry of Higher
Education and Scientific Research, in addition to meetings held with the
Scholarship Department. During the meetings, CBIE was assured by the
Ministry officials that the funds would soon be released. Unfortunately,
as of today this has not occurred. Consequently, the April living
allowance will be delayed until we receive the required funds from the
Ministry. Please
be assured that we are in daily communication with the Ministry and are
doing everything possible to expedite the process. Upon confirmation of
receipt of funds in CBIE’s account, we will update all students and
will process the April MLA as quickly as possible.In the meantime, the scholarship entitlements will be placed on-hold effective immediately including, but not limited to, the following:a)
April 2013 MLA;b)
Reimbursement Processing (this includes test and application fees, thesis reimbursement, moving reimbursements, etc.);c)
New Dependent Study Requests;d)
Computer and Book Allowances;e)
Financial Support Letters for Summer 2013 onwards;f)
Conference Requests;g)
Equipment Allowance Requests;h)
Mid-period Travel Tickets;i)
Field Study Requests.Please
note that requests currently in-process will also be placed on-hold
until the new funds are received, at which time processing will
immediately resume. As well, CBIE will not be able to activate any new students arriving after March 31.In regards to health insurance, we would like to clarify that the current coverage will remain in effect through April 30, 2013. In order for health insurance to continue for May 1 onwards, we must receive the transfer of funds from the Ministry.In regards to Self-Funded Student Decree #655,
CBIE would like to clarify that we have not yet received the financial
authorization or transfer of funds from the Ministry to activate these
scholarships.We
are fully aware of the significant implications of this delay on you
and your families, and we have relayed this message to the
decision-makers in the Ministry of Higher Education in Libya. CBIE will
continue to raise this critical issue with the senior officials in the
Ministry, in the hope of an expedited release of the funds to cover the
various costs to students. CBIE will communicate with you again by Thursday, March 28.

have communicated to Libyan Scholarship students and institutions
throughout Canada and the United States.Again,
we wish to assure you that we are aware of the consequences of this
measure on you and your families and are taking every possible step to
obtain release of the financial support that you need. It has been a
difficult decision to make, and we sincerely hope that we will soon be
