The Activation For Decision 67

I have question for my friend in libya, he was got decision 67 , he ask me for that, & want to know what does he doing now ?
because he doesn’t know any thing .
Please, any one answer me.
because i am in u.s.a now, I am here
from three months ago & i am very sorry my computer doesn’t write arabic.

Dear abdalkarim: I was understand you , and I am one of students who inserted in 67 decision :Firstly The 67 decision is activation this is right for about one week ago :secondly your friend should be doing a lot of steps and procedures ,for example one of steps is your friend must go to expeditions management then ask them any question ,like what is the procedures of deputing ?:finaly My advice for you and your friend ,let your friend depend on his self ,you can help to gave him just headlines this is better
